Assistance to the population

The number of people receiving assistance has fluctuated, with peaks in the aftermath of the earthquakes and subsequent declines. The methods used to assist the population, however, varied significantly across different phases and were strongly influenced by prevailing weather conditions.

After the 24 August earthquake, 43 reception areas were set up, and, at the same time, temporary solutions were arranged in existing multipurpose facilities in the affected areas that were accessible and usable (gyms, sports arenas). Two months after the earthquake, in the days leading up to the aftershocks in late October, most of the population had found alternative housing, and only a single reception area remained open in the region.

Subsequently, following the events at the end of October, the number of people receiving direct support from the Civil Protection System reached its peak on 7 November, with nearly 32,000 individuals assisted. With winter approaching, efforts were made to relocate people to hotels along the coast or to nearby towns: for residents of Lazio, Marche, and Abruzzo, primarily along the Adriatic coast; and for residents of Umbria, to the Lake Trasimeno area.

Among the available solutions were housing units constructed in Abruzzo after the 2009 earthquake and in Umbria after the 1997 earthquake, areas with collective container modules, and the option for residents to access financial support for independent housing arrangements.
