Environmental risk is primarily associated with the production, management, and distribution of goods and services arising from industrial activities. In the event of an accident, these activities can have significant impacts on the population, animals, and the surrounding environment.

Environmental emergencies are therefore largely connected to human activities or occur within complex multi-risk scenarios.

More generally, an environmental emergency occurs when an event poses a threat to natural resources—such as air, water, and soil—and necessitates extraordinary and urgent measures to manage its consequences, mitigate damage, and support the restoration of normal environmental conditions.
