When there is a weather, hydrogeological and hydraulic risk-related phenomenon, the Civil Protection Department intervenes according to the extent of the event and the capacity of local resources to respond to it.

If necessary, forces and vehicles are dispatched to the affected territories to provide support to local authorities.

In emergencies of national concern, the Department addresses and coordinates the emergency response.

From 31 January, an exceptional wave of bad weather has affected Italy especially in the central southern areas hit by heavy snowfalls.

The Civil Protection Department has followed the evolution of the scenario from the start. Local and national voluntary work of civil protection has been activated to support territorial protection activities and assistance to the population, in connection with the regional systems.

On 8 February the President of the Council of Ministers has signed a decree to dispose the involvement of operating structures of the National Civil Protection Service to overcome the emergency. The Head of the Civil Protection Department, Franco Gabrielli, has the task of coordinating every necessary intervention at national level. The legal measure wa published on the Official Gazette n0. 36 of 13 February 2012.

On 13 February the activities of the Operating Committee, gathered from 8 February to follow the situation and coordinate the interventions of the National Civil Protection, came to an end. Every situation not sorted out is still monitored and the Department is still in contact with the Regions until any criticality will be called off.

Tra la fine di ottobre e l'inizio di novembre 2010 il Veneto viene colpito da una violenta ondata di maltempo. Le zone più colpite sono inizialmente le province di Verona, Vicenza e Padova. In seguito la situazione diventa critica in tutta la regione. Dal 1° novembre nelle provincia di Verona, Vicenza, Padova, Treviso e Belluno esondano diversi corsi d’acqua, tra cui i torrenti Tramigna, nel Comune di Soave, e Alpone, nella zona di San Bonifacio e Montecchia Crosara (VR), i fiumi Tesina, Meduna, Livenza (TV) e Bacchiglione, quest’ultimo con un'estesa rottura dell’argine (PD). Si attivano inoltre numerosi movimenti franosi, tra cui la già nota frana del Monte Rotolon nel comune di Recoaro Terme (VI). Sono oltre duemila le persone sfollate tra le province di Verona, Vicenza, Padova e Treviso che trovano alloggio in maniera autonoma o sono assistite presso i centri di accoglienza attivati dai comuni o presso strutture alberghiere. Si registrano anche diverse interruzioni alla viabilità, tra cui la chiusura dell’autostrada A4 nel tratto Soave-Montebello fino al 4 novembre. Viene interrotta anche la tratta ferroviaria Treviso-Portogruaro presso Motta di Livenza (TV).

Attivazione del Servizio Nazionale. Sul territorio vengono istituiti i centri di coordinamento dell’emergenza ai diversi livelli territoriali (Coc – Centri Operativi Comunali, Com – Centri Operativi Misti e Ccs – Centri di Coordinamento Soccorsi). Già dal pomeriggio del 1° novembre nelle Prefetture di Verona, Vicenza e Padova vengono attivati i centri di coordinamento provinciali, con la partecipazione delle diverse componenti e strutture operative.

\n

La Sala Situazione Italia e il Centro Funzionale del Dipartimento della Protezione Civile seguono l’evento sin dalle prime ore. Nella serata del 1° novembre viene convocata l’Unità di crisi allargata ai tecnici e funzionari dei Vigili del Fuoco e delle Forze Armate. Il 2 novembre il Capo Dipartimento effettua un sopralluogo nelle zone colpite dal maltempo con un team di esperti che poi rimane sul posto per supportare le autorità locali.

\n

Il sistema di protezione civile, in tutte le sue componenti, si è impegnato ad assicurare nelle aree alluvionate le azioni di soccorso, le attività di monitoraggio del territorio, la rimozione di fango e detriti e le operazioni per il prosciugamento delle acque e per il ripristino della viabilità, le attività di supporto sanitario e di assistenza alla popolazione fuori dalle proprie abitazioni.

Le forze in campo. Il Corpo Nazionale dei Vigili del Fuoco ha inviato oltre 800 uomini provenienti da tutta Italia, con mezzi di movimento da terra, mezzi nautici, anfibi e personale specializzato. Le Forze Armate sono intervenute con 250 unità e 28 mezzi. Fin dalle prime ore dell’emergenza sono intervenute le colonne mobili regionali della Valle d’Aosta e del Friuli Venezia Giulia, successivamente quelle di Emilia Romagna, Marche, Piemonte, Lombardia e Provincia Autonoma di Trento. Sono stati oltre 4mila i volontari impegnati sul campo, tra quelli veneti e quelli provenienti da altre regioni.

Provvedimenti normativi. Il 5 novembre viene dichiarato lo stato di emergenza per il maltempo che ha colpito il Veneto e le altre regioni del nord. Il Consiglio dei Ministri delibera un primo stanziamento di venti milioni di euro per gli interventi di massima urgenza: la messa in sicurezza delle residue situazioni di pericolo, la copertura delle spese affrontate dalle amministrazioni locali per gli interventi di emergenza e le prime attività di ripristino nelle aree colpite dalle frane e dagli allagamenti. L’Opcm n. 3906 del 13 novembre nomina il Presidente della Regione Veneto Commissario delegato per la gestione dell’emergenza e stanzia 300 milioni di euro per il ritorno alle normali condizioni di vita di cittadini e imprese. Con lo stesso provvedimento vengono definiti i contributi finanziari per le abitazioni distrutte o danneggiate e per le attività produttive ed economiche e assegnati i contributi per l’autonoma sistemazione per le famiglie rimaste senza casa. Vengono inoltre introdotte misure in materia previdenziale, assistenziale e tributaria.

Lo stato di emergenza è scaduto il 30 novembre 2012. L'ordinanza del Capo Dipartimento della Protezione Civile n. 43 del 24 gennaio 2013 individua nella Regione Veneto l'amministrazione competente in via ordinaria a coordinare gli interventi necessari per il definitivo superamento dell'emergenza causata dal maltempo.

The continuous rainfalls of last March triggered off the landslide at Montaguto, in the province of Avellino, once again. Guido Bertolaso, Head of the Department is Commissioner Delegate for the Monteguto emergency nominated by ordinance 3868 on 21 April last. This is how the civil protection coordination begins for making the area safe and controlling the landslide that had interrupted the railway line connecting the capital/Naples with Puglia.

\n

\nAfter a meeting held on 19th March at the civil Protection Department, Regione Campania requested a State of Emergency in order to accomplish the new urgent works. The declaration of State of Emergency was signed by the Prime Minister on 16 April.

\n

\nThis landslide had already moved in the past. A State of Emergency was declared by Prime Minister Decree on 12 May 2006 and on 13 July the same year, ordinance 3532 established the first urgent works, completed in June 2007, and appointed the president of Regione Campania as Commissioner Delegate.

\n

\nIn spite of these works, in September last year the landslide started to move again, involving the main road S.S. n. 90 “Delle Puglie\" once again, up until the Benevento-Foggia section of the railway line was closed on 10 March 2010 subsequent to being invaded by landslide material.

\n

\nOn 25 May, the State Railways, the operator assigned by the Commissioner Delegate to restore traffic back to normal along the Benevento-Foggia railway line, informs that regular service will be restored – along this section – in early June.

\n

\nThe main road SS 90 by-pass is opened on 10th July after the works, coordinated by civil protection technical experts, of taking away the debris, levelling out the roadbed, adjusting the guardrail, tar sealing and repairing and replacing the signs and signals also horizontal, along a section of road 480 metres long and almost 8 metres wide.

\nDuring the night, with the increase in rainfall, the coastal area between the Galati and Scaletta Zaclea council districts is hit by landslides and mudslides interrupting the roads, railway and motorway at several points.

The motorway A/18 Messina-Catania, main road 114 and Giampilieri – Scaletta section of the railway are closed for landslides.
\nThe slides invade roads, ground floors, basements and underground passages in the built up areas, blocking numerous vehicles for many hours.

Bad situations at Scaletta, completely isolated, Molino and Giampilieri. A number of landslides were recorded in the latter council district and an LPG explosion caused collapses.

\nThe Civil Protection Department is in continual contact with the Prefectures in Trapani, Catania and Messina as the situation worsens, where crisis units have been set up in the meantime, right from the evening of 1st October.
\nThe provisional death toll amounts to four with ten injured.
\nDuring the night of 1st October a task force from the Department flies over the zone hit by the heavy downpour to check the conditions of the area.
\nThe rescue operations, coordinated by the Department, concentrate earth moving equipment put at disposal by the army, in a very short time.
\nSome injured persons in the Scaletta district are saved from the sea, the only way to reach the town, by a patrol boat from the Harbour Master’s Office.
\nTeams of Fire Department, arriving from Calabria and Campania, from the Civil Protection and the Army are coordinated by two helicopters, one belonging to the navy and the other to the coast guards which transport several injured persons to Piemonte hospital in Messina.
\nThe rescue workers also set up two medically assisted first aid posts with stretcher beds, blankets and basic supplies: the first one in the Gravitelli gym in Messina, where 75 evacuees are transferred, and the second at Roccalumera. Another post is set up in the Giardini Naxos traffic police headquarters.

Nel marzo 2005 frana il centro storico di Cavallerizzo, frazione di Cerzeto, comune calabrese della provincia di Cosenza. La strada principale che attraversa il paese è interrotta. Dai rilievi condotti dalla Protezione Civile, su 60 mila mq valutati 11 mila risultano gravemente danneggiati, 12 mila mediamente danneggiati, 15 mila con danni leggeri e 23 mila senza danni. Sono 124 gli edifici danneggiati, mentre 183 non subiscono danni. Al momento della frana, meno del 50% degli edifici è abitato. Su una popolazione di 581 abitanti, oltre la metà – 329 – sono le persone evacuate.

\n

Lo stato di emergenza viene dichiarato l’11 marzo 2005 con decreto del Presidente del Consiglio dei Ministri, e in seguito prorogato più volte, fino al Dpcm del 23 dicembre 2011 che fissa la fine dell'emergenza al 29 febbraio 2012. Il 29 aprile 2005 il Capo Dipartimento della Protezione civile è nominato Commissario delegato con l’ordinanza n. 3427.

\n

La frazione di Cavallerizzo poggia su una frana storica, nota da oltre un secolo, ed è costruita su terreni instabili caratterizzati da altissimo rischio idrogeologico e da elevata sismicità.

\n

Gli studi commissionati dal Dipartimento della Protezione civile evidenziano che: “l’intera frazione di Cavallerizzo è sita su di una frana classificabile come attiva. La parte alta del paese è in abbassamento, mentre le parti media e bassa del paese sono in traslazione con un movimento stimato verso est di almeno un cm all’anno. Tale velocità di spostamento non si riscontra nelle altre zone indagate ed in particolare nelle altre frazioni di Cerzeto.”

\n

Emerge l’esigenza di delocalizzare Cavallerizzo, ricostruendola in un’area diversa del comune di Cerzeto. Un intervento di protezione civile che vuol essere esempio di prevenzione, oltre che del rischio idrogeologico, anche del rischio sismico, con la ricostruzione del patrimonio immobiliare in un luogo sicuro e secondo criteri antisismici. Qualche mese dopo viene avviato il progetto di ricostruzione del nuovo centro abitato che sarà collocato nella vicina località di Pianette, nel comune di Cerzeto.

\n

L’individuazione delle aree, la progettazione e la realizzazione del nuovo nucleo di abitazioni sono di competenza del Commissario delegato, come previsto dall’Opcm n. 3472 del 10 ottobre 2005.

\n

Il cantiere viene aperto nell'ottobre 2007.

\n

Il progetto, concordato con i cittadini, riprende le caratteristiche dell'abitato originario: la nuova area residenziale si compone di cinque quartieri, le tradizionali gjitonie, disposte secondo la tipica forma di petali di un fiore. Le 260 case per circa 560 persone, affacciate su sei piazze, sono state personalizzate sulla base delle richieste pervenute nel corso dei lavori dai nuclei familiari.

\n

Per favorire le occasioni di incontro tra i cittadini, il Dipartimento della Protezione Civile ha realizzato nelle vicinanze di Cavallerizzo un centro di aggregazione, inaugurato a marzo 2007. Per favorire la ripresa, nell'area artigianale di Colombra in prossimità del centro abitato, sono stati realizzati e già consegnati al Sindaco di Cerzeto una falegnameria e due capannoni per attività edili.

\n

A febbraio 2011 sono stati consegnati i primi 40 alloggi e quattro unità commerciali in due quartieri, Inserte e Breggo, a Pianette. A dicembre 2011 sono terminati i lavori di realizzazione del nuovo centro abitato. I 261 edifici realizzati interamente a carico dello Stato e nel pieno rispetto delle normative antisismiche hanno avuto un costo complessivo pari a circa 67,5 milioni di euro – per la ricostruzione di circa 48.000 mq di residenze, magazzini, attività commerciali e artigianali.

\n

Il 29 febbraio 2012 è scaduto lo stato di emergenza. Con l'ordinanza del Capo Dipartimento della Protezione Civile n. 77 dell'11 aprile 2013 il Comune di Cerzeto è stato individuato come amministrazione competente a coordinare le attività necessarie a superare in maniera definitiva le criticità causate dal dissesto idrogeologico.
